About The Promise

The Independent Care Review  listened to over 5,500 experiences of those living and working in and around the ‘care system’ to properly understand what needs to change and concluded on 5 February 2020 with the publication of seven comprehensive reports, one of which was The Promise.

Highland have committed to this 10 year transformational plan and pledged to #KeepThePromise. This requires shifts in policy, practice and culture – ensuring that every child grows up loved, safe and respected, able to realise their full potential.

Highland’s delivery of The Promise will be governed through the Highland Children’s Service Plan 2023 – 2026. You can read the Highland Promise 2024 Evaluation report here.
