Across Highland

The The 2024–2027 Highland Outcome Improvement Plan (HOIP) PDF sets out the shared vision and strategic priorities of the Highland Community Planning Partnership: Maximise Opportunities and Tackle Inequality to Build a Thriving Highlands for All.

To deliver this vision, the HOIP focuses on three key strategic priorities:

  • People – Supporting individuals to live independently, safely, and well within their communities.
  • Place – Collaborating to build sustainable and resilient local communities.
  • Prosperity – Creating opportunities for all people and places to thrive economically.

A network of Delivery Groups was established under the original 2017 – 2027 HOIP and these groups continue in 2025, they are tasked with leading and coordinating work across the revised priorities. In 2025, a series of new Short Life Working Groups are being launched to support delivery against the seven Cross-Cutting Themes identified in the HOIP. These groups bring together partners from across sectors and communities to implement targeted actions that respond to local needs and tackle inequalities.

In addition to the Delivery Groups, a range of Highland-wide Partnerships and Programmes contribute to the delivery of the HOIP. These collaborative efforts ensure that services are proportionate to need, rooted in prevention, and responsive to the unique challenges and opportunities across Highland’s diverse geography from urban centres to remote rural areas.
