About Community Learning and Development Partnership
The Community Learning and Development Partnership is responsible for delivering against the priorities described in the Highland Outcome Improvement Plan 2024-2027. These are closely aligned with Community Learning and Development (CLD) in Highland which is rooted in the domains of adult learning, youth work and community development.
CLD work in Scotland is guided by the Strategic Guidance for Community Planning partnerships: Community learning and development (2012) and sits within the context of the National Performance Framework.
The Strategic Guidance identifies the CLD outcomes as:
- Improved life chances for people of all ages, through learning, personal development and active citizenship
- Stronger, more resilient, supportive, influential and inclusive communities

The ambitions for CLD in Highland can be viewed in the Highland CLD Plan 2024 – 2027. The plan is delivered through the nine Community Partnerships (CPs) and the CLD partnership. The CLD Operational Group uses the strategic priorities as a framework to plan, deliver and evaluate CLD provision in Highland on a regular basis.
