About the Highland Outcome Improvement Plan
The 2017 – 2027 Highland Outcome Improvement Plan was the original strategic plan for the Highland CPP. Published in 2017, in response to the duties within the Community Empowerment (Scotland) Act 2015, the HOIP focused on five Core Outcomes all directly relating to the Vision: “Working Together to Reduce Inequalities in Highland”. This HOIP was produced in partnership with the community and highlighted key areas for action to address inequality.
Since the 2017 version of the HOIP was agreed, individual public and third sector partners have updated their strategic plans and priorities and have undertaken significant stakeholder consultation, including community consultation, in so doing. Partners involved in the Highland Community Planning Partnership (CPP) have also had to respond to the Covid-19 pandemic and the ongoing cost of living crisis. With these factors in mind, along with the current financial challenges facing the public and third sectors, the CPP Board agreed to review the HOIP at the end of 2023.
Following a significant period of engagement the 2024 – 2027 HOIP is now available, which includes the updated Vision: Maximise Opportunities and Tackle Inequality to Build a Thriving Highlands For All and the inclusion of three high level strategic priorities:
- People – Enable people to live independently, safe and well within their community
- Place – Work in partnership to develop sustainable and resilient local communities
- Prosperity – Creating opportunities for all people and places to prosper and to thrive economically

2024/25 HOIP Annual Report
The 2024/25 Annual Report provides an overview of progress made in delivering the 2024 – 2027 Highland Outcome Improvement Plan (HOIP) for the first year of its three-year cycle. The HOIP sets out the shared priorities of the CPP under the strategic themes of People, Place, and Prosperity, ensuring that collaborative action addresses the most pressing challenges facing Highland communities.
Over the year, partners have worked collectively to improve access to services, tackle inequalities, and create opportunities for sustainable communities.
The report highlights examples of good practice, collaborative projects, and measurable outcomes. It also sets out next steps for 2025/26, including a continued emphasis on data-driven decision-making, engagement with lived experience, and targeted interventions to reduce inequalities. The Annual Report demonstrates the CPP’s commitment to working together to deliver meaningful improvements for people and communities across Highland.

2024 – 2027 HOIP Delivery Plan
To support delivery of the 2024 – 2027 HOIP, the CPP Board has agreed a Delivery Plan comprising seven cross-cutting themes. The cross-cutting themes were selected on the basis that:
- They were cross-cutting in nature and would deliver against more than one strategic priority (People, Place, Prosperity) and against more than one outcome.
- They enable partnership action and ensure activities add value.
- They focus on areas of greatest importance across Highland.

The seven cross-cutting themes are:
- Connecting People and Places
- Whole Families and Community-Based Approaches
- Employment and Employability
- Community Wealth Building
- Housing
- Shared Approaches to Commissioning
- Aligning Partnership Practices
For each cross-cutting theme the HOIP Delivery Plan sets out the aims and actions the Partnership is working towards. Each theme includes detailed plans for delivery, covering the following aspects:
- Purpose – outlines the overall purpose of the theme.
- Deliverables – highlights the actions that will be undertaken.
- Measures of success – outlines how we will know if we are achieving the desired outcomes.
- Delivery mechanism – outlines which partnership group/forum responsible for delivery.
- Senior Officer Sponsor – names the CPP Board member with lead responsibility for delivery.

HOIP Performance Framework
The Performance Framework is being developed by the Highland Community Planning Partnership Board as a tool to support the effective delivery and monitoring of the 2024–2027 Highland Outcome Improvement Plan. The Framework establishes performance indicators based on population data available nationally and regionally to measure the overall progress of key deliverables and measures for success as outlined in the Delivery Plan. The Performance Framework will provide a structured approach to tracking performance, assessing the impact of interventions, and ensuring accountability among partners.
Through monitoring, data analysis, and reporting, the Performance Framework will help identify strengths, highlight areas for improvement, and guide ongoing collaboration to achieve the Outcomes outlined in the Highland Outcome Improvement Plan.
